I'd imagine most of those seats are owned by businesses which is why they're always vacant. SLU basketball doesn't need all-inclusive on both sides of the court. Just put it on the side the cameras are on. EDIT: now that I think of it, I'm pretty sure SLU is responsible for distributing a lot of the tickets behind the bench.
