I'm not exactly sure about the process from that era. The one thing that influenced it was that the country was divided into four regions, in those days, East, Mideast, Midwest, and West and your school was in one of those regions. For example, an ACC school could only play in the East region. With that in mind, it would have been easier for the NCAA to see which Independents had solid seasons, then place them in their home region.
