It would be somewhat like a consolidation of exempt tournaments, except that the games wouldn't be played on neutral courts. However, I think the "even" would need to be complete by the end of December, not the end of January, as the writer said. Conference seasons begin in early January. Also, I think it would have to run on a two-year cycle, unless they're wanting to have multiple non-conference opponents which teams play twice in a season.
