When would Suggs have to commit either verbally or on paper that he's going to SLU/UW/UI/MU?

a verbal can be made at any time. Remember Damon Bailey verbaling to Indiana in 8th grade? However, official vists cannot be made until after a prospect's junior year is complete. Additionally, a prospect cannot sign until the November signing period of his senior year.

according to the ncaa site i read today,

a player cannot come for an all expenses paid official visit until the beginning of his senior year of school. i.e. august not june.

That is true, but also with some school districts who have year round schooling, foreign schools with different schedules, kids who are ahead or behind academically, so once they have completed their junior year academically and been classified as a senior and begun to take classes full-time they can take their offical visit.
