At least in the A-10, the individual schools produce the broadcasts.  So if the gym and attendance are any indicator, LMU may not be resource-rich.

WCC is not using any part of the Gonzaga NCAA tournament credits on their commercial.

You'd think if they can't show the time and score on the screen, they might tell the PBP guys to give it more often than every five minutes.

Ahh that makes sense. You’re probably right.

I think i’m still going to blame ESPN because it just feels good.

I’m sure it’s like it is around here on ESPN+, each school produces its own game. That having been said, there are is a long list of schools around here who put on a better quality broadcast than LMU. SIUC, SIUE, SEMO, Missouri State, all are so much better than LMU.
