Let me try to translate the "NCAA" speak for you. the 32 conferences will get their $53.6 M to split anyway they want. The rest of the money, $172 M, will be assigned anywhere the NCAA wishes to assign money to. No rule, no even distribution, nothing but subjective decisions by the NCAA to reward specific programs or conferences.
