Without knowing who these teams are, im going to say one has spent a decent amount of time in the tournament recently or has a big name behind it

Team sheets aren't the only criteria the committee uses.  Below is from the NCAA website.

Selection Criteria

The NCAA Evaluation Tool, known as the NET, is in its first year of existence and is one of many factors used by NCAA sports committees when evaluating team selection, seeding and bracketing.

The components of the NET include the Team Value Index, which is based on game results and factors game location, the opponent and outcome, as well as net efficiency, winning percentage, adjusted winning percentage and a capped scoring margin.

Other criteria the committee considers in the selections process:

  • An extensive season-long evaluation of teams through watching games, conference monitoring calls and regional advisory committee rankings.
  • Complete box scores and results.
  • Head-to-head results and results versus common opponents.
  • Imbalanced conference schedules and results.
  • Overall and nonconference strength of schedule.
  • The quality of wins and losses.
  • Road record.
  • Player and coach availability.
  • Various computer metrics.

All I see are a bunch of cover our asses statements that allow them to take an undeserving Cal team over a deserving Murray State team. (Teams mentioned are just an example)

This VCU team is 30 spots higher in the NET. 

 

4 of our 7 losses are to teams in the NET Top 16, and have no losses outside top 90.

Only one of VCU's losses are to a top 30 team, and they just lost to the #156 team at home. That Q3 L is going to turn into a Q4 before it is all said and done.

 

Surely there's more to the NET than us not blowing out GW, UMass, and LaSalle.

The projections I've seen today have VCU, SLU and a dozen or so other teams in the same spot, outside looking in. I think at this point both teams need the same things, a strong finish to the regular season, a decent tournament showing and few or no conference tournament upsets in leagues like the AAC and Mountain West.
