The rough wasn't the thick, lush, club-grabbing Velcro that is so much a part of the Open because of a long drought. Then, the U.S. Open arrived and with it came rain and muggy conditions. With a negligible wind and Congressional's new bentgrass greens softened by all the rain, the course was defenseless. "You come to the U.S. Open in the District of Columbia or in Maryland in June, that's the dice you roll and that's what we got," said Tom O'Toole Jr., the St. Louisan who is championship committee chair for the USGA. "We ended up with a soft golf course. It's not coastal California. It's not Long Island and Shinnecock, where the golf course is built on sand. It's a heavy soils golf course that if you have water and rain, it's going to play softer." That would be the same Tom O'Toole who was the student manager for the final years of Billiken hockey.
